Response to Spontaneous Crowds

This class focuses on different areas of crowd dynamics. The first section of the class outlines the findings and lessons learned from the Ferguson riots to include training, mutual aid, use-of-force, and more. This section is followed by a brief overview of types of crowds and disturbances. Other topics include: categories of protestors and their tactics, social media use and digital activism.; The "golden hour" of response which speaks to the duration of time before an incident command is formally set up and running; first amendment and how it relates to protests and the various laws, special powers of authority to be determined; tabletop exercises.

Course Objectives

List and identify three types of crowds and mobs.

List two types of disturbances (civil unrest).

Match three categories of protestors to their definitions and identify three types of protestor tactics.

Explain the significance of social media and the future of protesting.

State the article within North Carolina General Statutes that pertains to civil unrest.

Describe how a state of emergency is provoked.

List three conditions that may affect an officer's mental preparedness while working a civil unrest incident.

List five findings from the US DOJ AAR from Ferguson and discuss five lessons learned from it.

Using the information gained in class, complete a tabletop exercise.
