Wake Tech offers courses on the regulations and procedures to conduct vehicle safety and emissions inspections to prepare you for the state certification exam.

The NC On-Board Diagnostics Vehicle Emission Inspection course is designed to meet the training and licensing requirements for North Carolina's vehicle emissions inspection program. Likewise, the NC Vehicle Safety Inspection course meets the training and licensing requirements for the state's vehicle safety inspection program. Both inspection programs are administered by the North Carolina Division of Motor Vehicles (DMV) License and Theft Bureau.

  • Classes are eight hours of instruction
  • Registration fee covers all material used during class
  • Students must bring their own safety glasses
Sponsoring an employee?

Before the course begins, each student's employer will need to complete the most recent version of the DMV's LT-310 Mechanic Application form:

  • At the top, place an "X" next to "Add Employer" and next to "New License" or "License Renewal." If working at additional employer stations, enter the station next to "Change."
  • The Mechanic's Information section must be completed and signed by the technician.
  • The Employer Information section must be completed and signed by an official of the station.

Any omissions will cause a delay in processing by Wake Tech and the DMV.

Upon successful completion of the class, Wake Tech is required by the DMV to submit the latest revision of the original, completed LT-310 form.

This training familiarizes students with the mandates and procedures required for certification as a North Carolina On-Board Diagnostics (OBD II) Inspector-Mechanic. It is designed to meet the licensing (and licensing renewal) requirements for the OBD II Emissions Inspection Program administered by the N.C. Department of Transportation License & Theft Bureau. Participants must bring safety glasses, a state-issued ID, station number and a signed LT-310. Certification is issued upon full payment of tuition. NOTE: Successful completion of this course requires 100% attendance and satisfactory class participation; late students may not be admitted.

Students must come to class with the following: PPE (full-length pants and closed-toe shoes); pen/pencil; LT-310 Action Form-Revised 05/2026 (signed by employer). Students who show up for class not prepared with these items will be asked to transfer to another course.

Requirements for Successful Completion

100% attendance
Late students will not be admitted to class. Students with less than 100% attendance or who are unable to demonstrate competency receive a grade of NG (no grade).,Students conduct an emissions inspection of a motor vehicle, and a passing score of 80% or higher is required on both the written and hands-on tests.,State-issued ID and station number,Students must arrive on time on testing day. Students will not be allowed into the classroom after the test begins, and no makeup testing dates are offered.

Accreditation/Special Approval Requirements

An emissions inspector mechanic must have successfully completed an eight-hour training course approved by the N.C. Department of Transportation License & Theft Bureau. Passing scores on both a written test and a hands-on test in which the student is required to conduct an emissions inspection of a motor vehicle are required.
