Leadership in Energy and Environmental Design
Leadership in Energy and Environmental Design (LEED) is a program developed by the U.S. Green Building Council to address all buildings everywhere, regardless of where they are in their life cycle. Projects pursuing LEED certification earn points across several areas that address sustainability issues. Based on the number of points achieved, a project then receives one of four LEED rating levels: Certified, Silver, Gold and Platinum.
Green community colleges make sense both for the students and the taxpayers who fund them. Green community colleges use less energy, water, and natural resources; create less waste; and are healthier and more comfortable for the students and faculty. Green community colleges deliver lower energy and water bills; reduce greenhouse gas emissions; and and reduce student and faculty exposure to mold, mildew and other indoor irritants, along with lowering the incidence of flu, colds, asthma, and allergies from airborne contaminants.

LEED for New Construction
For all new construction and major renovation projects
All applicable new construction and major renovation projects of 5,000 gross square feet or greater commencing design after January 1, 2010 shall be designed, constructed, and certified at the silver level in accordance with the current version of the LEED for New Construction Green Building Rating System, as published by the US Green Building Council.

- Project Development
- During the programming phase, determine which LEED criteria are appropriate to address during the design and construction of the project and capture that information on a preliminary LEED scorecard. Identify any issues that need resolution prior to the procurement of professional services.
- Procurement of Professional Services
- In all solicitations for Architect/Engineer (A/E) services, the LEED Silver certification objective will be clearly stated.
- Selection criteria for A/E services will include demonstrated experience with high performance building design and the successful completion of the LEED certification process.
- Design Reviews and Approvals
- At each phase review, an updated LEED Scorecard will be submitted to Facilities Management by the A/E firm.
- Construction Bids
- Construction specifications will include, within the General Conditions, a LEED requirements section that clearly defines the General Contractor’s responsibilities, as related to LEED documentation.
- Construction specifications will include, within applicable technical sections, LEED related requirements and submittals.
- Provisions for retaining payment to General Contractor shall be indicated in the project specifications to ensure proper construction documentation and completion of the LEED certification process.
- Project Monitoring
- Appropriate Facilities Management personnel will be granted access to LEED Online, to allow for participation in and monitoring of the LEED certification process.
All construction progress meetings shall include updates and discussion on LEED documentation.
